What's Being Built Off Portersville Road? Brighton's New County Farmers Market, So Far

Tipton County is building a farmers market in Brighton. The plans include more than vendor stalls. The county's Phase II bid package lists a wood-truss pavilion, pickleball courts with fencing and court coating, a flagpole, an electronic monument sign and a new entrance drive lined up with Portersville Road. In August, the county commission named the project for County Executive Jeff Huffman. The paperwork already shows a public space meant for use on more days than market day. What it doesn't show yet is an opening date.

The paper trail, in order

Most of what's public about this project sits in bid documents and commission minutes, not news stories. Here it is in the order it happened:

  1. June 18, 2026. The county held a pre-bid meeting for Phase I at Tipton County Public Works, 8279 Highway 51 in Brighton. Phase I covers rough grading for the future market.
  2. June 25, 2026. Phase I bids were due, and they were opened at the County Executive's office in Covington.
  3. July 23, 2026. Community leaders broke ground on "the new Tipton County Farmers Market and pickleball courts," according to a post from the Town of Atoka.
  4. August 17, 2026. The Tipton County Legislative Body adopted Resolution No. 26/08/546 by voice vote.
  5. August 27, 2026. The Phase II pre-bid conference also took place at Public Works on Highway 51.
  6. September 4, 2026. Phase II bids were opened, and the A2H plan room now lists that phase as bidding closed.

The resolution's title says the project is in Brighton:

"Resolution naming the newly constructed Tipton County Farmers Market located in Brighton in honor of County Executive Jeff Huffman"

You can read it on page 195 of the August 2026 commission minutes. The ground was broken in Brighton even though the first online announcement came from a neighboring town. The bid advertisement names Tipton County Government as the project's owner.

A pavilion and a pickleball court on the same plan

The Phase II scope shapes how this place will be used.

A typical small-town farmers market keeps short hours. Munford's Farmers & Artisans Market is a nearby example. In 2026 it opened April 18 at Veterans Plaza, 1483 Munford Ave., with nearly 30 vendors and hours of 8 a.m. to noon. It closed for the season September 19, again running 8 a.m. to noon. That adds up to about five months of Saturday mornings.

Brighton's site is drawn differently. The pickleball courts are post-tensioned concrete with fencing and court coating. Courts like that get used on weekday evenings and in months when no vendors set up. An electronic monument sign can post market days, events or anything else the county wants to announce. A dedicated entrance drive aligned with Portersville Road gives the site its own entry point instead of one shared with another facility.

Together, these features describe a small county park with a market pavilion at its center. That matters for Brighton residents. A Saturday market is something you plan for. A pavilion with courts beside it is available for use whenever it's open.

It also fills a visible gap. The places-to-play page from West Tennessee Pickleball lists courts and groups in other West Tennessee communities but none in Atoka or anywhere in Tipton County. That directory may miss informal play, but it's the list a new player is likely to check first.

What the records don't say yet

Public bid documents show the shape of a project well, but they say little about money or timing. Here is where things stand as of early October 2026:

Question What the public record shows
Exact site No street address or parcel is published. The only clue is the entrance drive aligned with Portersville Road. Public Works at 8279 Highway 51 hosted the pre-bid meetings, which doesn't mean the market sits on that parcel.
Phase I contractor and cost Not published on the plan room page or in the minutes reviewed
Phase II contractor and cost Bids opened September 4. No award appeared on the September 14 commission agenda.
Funding source The county adopted its FY 2026–27 budget, but no line item for the market was visible
Number of courts, lighting, parking Not stated in the public bid text
Opening date or season Not announced

The records also leave one wording question open. In August, the resolution called the market "newly constructed." At that point Phase I grading had been bid, but the pavilion and courts in Phase II had not. The minutes don't explain the phrasing, so it doesn't tell you how far construction has gotten.

The next likely place for news is the county's October commission meeting. The county's calendar lists it for Monday, October 12, 2026. Agendas and minutes are posted on the Tipton County Legislative Body page. A Phase II award, if one comes, would show up there first.

Where market season happens until then

The Brighton pavilion isn't ready, and Munford's 2026 season ended September 19. That leaves a gap in the county's market calendar this fall.

Covington's Court Square Farmers Market appears in the Tennessee Association of Farmers Markets directory, and a separate market listing puts it at 117 N Main St. We couldn't confirm its 2026 days or hours from those sources. Check with the Covington-Tipton County Chamber of Commerce before you drive over.

When Munford reopens next spring, its season will again start in April at Veterans Plaza, if it follows the 2026 pattern. That's the one local market schedule anyone can plan around right now. Whether Brighton's market opens alongside it, competes with it or picks different days is something the county hasn't said.

Brighton's calendar between now and the parade

Until the Portersville Road site opens, Brighton's public calendar still centers on Brighton City Park. The rest of the year looks like this:

  • Fall Festival, Saturday, October 24, 10 a.m. to 4 p.m., at Brighton City Park, 60 School Street. Brighton Park & Rec lists music, vendors, food trucks and a car show.
  • Trick or Treat with Police, Saturday, October 31, 6 p.m. The town calendar lists the time but no venue.
  • Christmas Parade, 7 p.m., date to confirm. The December town calendar shows Monday, December 14. The town's Christmas page says the parade is held on the first Monday of December every year, which would be December 7 in 2026. The two town pages don't agree, so check with Town Hall before you save a curb spot.

The Fall Festival's mix of vendors and food trucks is the closest thing Brighton has to a market day this fall. Once the county pavilion off Portersville Road opens, Brighton will have a second public gathering place, this one run by the county, with its own sign and its own entrance.
